The Engineering Manager will effectively manage all engineering activities associated with operating and maintaining facilities at the Savannah River Site. The position will manage a multi-disciplined group of engineers and scientist responsible for the development and implementation of technical strategy, engineering characterization, engineering data interpretations, technical strategy risk assessment. This position will manage staff, plan, and evaluate Engineering activities for nuclear facility. Responsible for all engineering tasks assigned to the organizational unit. Responsible for meeting schedules and resolving technical or operational problems. Develops and administers budgets, schedules and performance standards. Training maintenance requirements manning, and process integration. This position will ensure the facility can operate in a safe and environmentally sound manner.
Maintains staff by recruiting, selecting, orienting, and training employees; maintaining a safe, secure, and legal work environment; developing growth opportunities. Ensures assigned Cognizant System Engineers are trained, qualified and perform per DOE Order 420.1C.
Accomplishes staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.
Establishes organization goals by gathering pertinent business, financial, service, and operations information; identifying and evaluating trends and options; choosing a course of action; defining objectives; evaluating outcomes.
Accomplishes organization financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.
Enforces quality and customer standards; analyzing and resolving quality and customer service problems; identifying trends; recommending system improvements.
Performs variety of evaluations to ensure procedural compliance and more effective operations.
Participates in developing engineering procedures, methodologies and capabilities.
Reviews work documents and procedures for nuclear safety, environmental compliance and regulatory compliance.
May act as subject matter expert in specific areas.
Provides technical support to project supervisors
Independently conducts routine workplace surveillance and investigation of unknown radiological conditions and provides analysis/interpretation of engineering data to recommend proper controls.
Provides operational health physics support to facility programs as a lead technician for assigned functions, areas, or non-routine work.
Maintain compliance with DOE directives/Orders and other state federal laws, regulations and requirements
Plan and manage program/project short term/long term strategic goals, budget and activities. Planning includes recognition of customer needs and requirements
Serves as subject matter expert for routine or moderate hazard radiation work permits, standard operating procedures, or other work documents.
May take a lead role in on-the-job training of individuals for safe operating procedures, radiation work permits, and facility design.
Interacts with DOE, DNFSB, and other external organizations on substantive facility engineering matters.
Initiates and frequently delivers concise and accurate presentations to internal and external customers on facility engineering matters.
Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
Contributes to team effort by accomplishing related results as needed.
Responsible for planning and maintaining work systems, procedures, and policies that enable and encourage the optimum performance of its people and other resources.
Integrate and implement nuclear safety requirements for the facilities through rigorous review of procedures, policies, and performance of the operations staff fully utilizing the principles of Integrated Safety Management, from the generation of the Safety Basis through its implementation in the field.

Education and Experience Required:
This position requires a BS in Engineering from an ABET accredited school of engineering and 10 years of progressive technical experience in research, engineering, and design or equivalent.
Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job.
Strong working knowledge of relevant laws, regulations, and DOE orders as well as ISMS.
3 years lead, or supervisory experience or project management experience required.
Comprehensive knowledge of principles, concepts and techniques in Radiological Engineering.
Skill and ability to perform highly complex and critical tasks and to solve complex problems.
Ability to have major impact on organizational success and productivity, with considerable latitude for independent judgment.
Ability to communicate effectively at the highest levels.
Ability to lead substantial proposal and marketing initiatives.
Ability to develop and lead large sized projects, including defining scope, objectives and methods.
Can be viewed as a capable independent contributor and as competent within the broad discipline.
15 years of experience, 5 of which were in nuclear facilities advanced degree in a technical field and/or management is desirable, but not mandatory.
Requires in-depth knowledge of engineering fundamentals, conduct of operations principles, experience in a nuclear operation, familiarity with applicable DOE requirements and guidance documents (i.e., Orders, Standards, and Guides) as they pertain to the area of expertise. Additional regulatory and operations experience in commercial nuclear and/or Navy Nuclear Programs is preferred.
Engineering or operational experience in underground tunnel facilities is preferred.
Excellent Nuclear Safety Culture and Conduct of Operations skills.
Excellent oral and written communication skills.
Must be able to obtain/maintain an L or Q security clearance to perform the assigned duties.
Must obtain and maintain a Radiation Worker qualification.
Working Conditions and Physical Requirements:
While performing the duties of this job, the employee is regularly required to talk or hear. The noise level in the work environment is usually quiet to moderate. 90% will be working in an office environment at a computer desk. 10% will include travel and at a field location. The employee exerts up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. The employee is frequently required to stand; walk; sit; use hands to handle or feel, and reach with hands and arms. The employee is occasionally required to stoop, kneel, crouch, or crawl. Specific vision abilities required by this job include close vision and distance vision.
