Job Description

Essential Duties/Responsibilities (may include, but are not limited to):

  • High level of responsibility, accountability and impact on the contract or business area assigned to by managing project teams and/or deliverables for customers.

  • Plan for, organize, assign work, hire, evaluate performance, and determine training and coaching needs for those individuals within their task area.

  • Follow business strategy & set goals for the work group.

  • Evaluate business opportunities for agreement with business strategies

  • Perform scope scheduling, budgeting and task direction.

  • Act with fiduciary responsibility towards contractual deliverables, cost consciousness and corporate goals.

  • Manage cost proposal preparation and production and delivery systems and staff.

  • Provide input to business opportunity pipeline.

  • Coordinate, facilitate and coach capture managers.

  • Maintain skills and staff capability for producing cost volumes of proposals.

  • Solicit vendor and subcontractor quotes, prepare cost spreadsheets and basis of estimate or supervise others who do this work.

  • Verify facts, dates, and statistics, using standard reference sources.

  • Verify conformance between technical proposal and cost proposal.

  • Read copy or proof to detect and correct errors in spelling, punctuation, and syntax.

  • Supervise and coordinate work of assigned staff.

  • Plan the contents of publications according to the publication's style, editorial policy, and publishing requirements.

  • Expert knowledge and ability to develop and apply highly advanced principles, concepts and techniques in the field of business development and cost proposal preparation.

  • Skill and ability to perform critical strategic tasks and to interpret broad strategic requirements and develop and execute plans to satisfy them.

  • Ability to have major impact on organizational success and productivity, with extensive latitude for independent judgment.

  • Ability to communicate effectively at the highest levels.

  • Ability to contribute functional expertise to business proposal initiatives.

  • Ability to develop and lead large-sized projects, including defining scope, objectives and methods.

  • Ability to train and mentor more junior staff.

  • Can be viewed as an expert within a specialty and as highly competent within the broad discipline, both internally and externally.

  • Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job.

Job Requirements

Education and Experience Required:

Bachelor's degree in business, marketing, engineering or equivalent and at least 10 years experience.
