The Role

The Ship Test Manager (STM) represents the Director of Test Engineering, and works with the functional area managers to administer the Test and Work Control programs for the assigned contract. The STM provides proactive leadership and presence in all aspects of the contract, and ensures that all E25 contractual requirements are fulfilled. The STM position will have extended work hours and on-demand weekend coverage during major ship key events.

Job specific duties include but are not limited to:

• Serve as the single point of contact for external (SOS, AIRLANT, NNRO, NAVSEA, SF) and internal customers (Project, Construction,

Finance, Contracts, Engineering and nuclear test departments)

• Manage the resolution of programmatic and technical problems

• Initiate, develop and execute test management plans and strategies

• Ensure consistency, continuity and work flow integration of all Test Engineering products

• Drive E25 financial performance as Cost Account Manager (CAM)

o Synchronize the department’s Labor Resource Management (LRM) forecast

o Manage charging efforts for the department, including Ticket/JO create and charging disputes

• Manage and report program performance metrics, including:

o Test Progress Curves

o Key Event Reports

o Test Engineering Report/Highlights

o Test writing, test conduct and final test approvals and package completion

o Test Status Data Base (TSDB)

o Work Package checkpoints

• Manage the change order (FMR and HMR) and scoping process for E25

• Review contracts and specifications for test requirements and produce divisional CDRL’s including completion letters

• Assist in the planning and execution of Sea Trials

Synthesizes customer contractual needs and requirements into system test solutions that acknowledges technical, schedule and cost constraints. Develops and directs preparation and execution of comprehensive test plans, procedures and schedules for completing systems. Coordinates integrated testing activities. Reviews and evaluates test requirements to insure completeness of test program. Performs technical analysis of complete systems and prepares comprehensive system level evaluations.

Must Have

An ABET Bachelor’s Degree and 14 years of relevant exempt experience

Master’s Degree and 12 years of relevant professional experience;

Ph.D. and 9 years of experience.

Nice to Have

Significant project management experience and the ability to interface with multiple internal and external (government) customers and stakeholders. The nature of the role needs a working level knowledge of Test and Work Control products and procedures, including the tools used for management and reporting.
