External Job Description:

This Subject Matter Expert (SME) Electrical Engineering position requires specialized electrical engineering skills and experience with the planning, design, construction of heavy industrial manufacturing equipment.

Provides high level estimating, planning, design, and construction support for projects. Responsible for project concept design, drawing development and approval of complex design criteria, calculations and final drawing issue for construction.

Position also requires surveillance of contracted design firms and contracted construction work. Position also provides technical work instructions, commissioning and construction checklists, and turnover of assigned project work. Performs quality control and quality inspection of design engineering and contracted work. Position also requires coordination and management of multiple technical functions including electrical, geotechnical, mechanical, civil, industrial engineering disciplines and NNS Maintenance and Operations Department.

Additional areas of responsibility include and are not limited to:

• Reviews and estimates design costs including equipment, installation, labor, materials, preparation, and other related costs. Inspects or directs the inspection of construction and installation progress to ensure conformance to established drawings, specifications, and schedules.

• Candidate should have significant electrical engineering experience to include performing electrical evaluations, conducting construction assessments and responding to emergent safety related issues in a fast paced, large industrial facility setting.

• Position supports the entire shipyard concerning electrical and mechanical issues, safety issues and equipment related repairs by providing quality technical services support, engineering guidance and regulatory code compliance review/interpretation.

• Responsibilities will include directing work assignments of engineering service providers and contractors to ensure shipyard facilities and structures are maintained in a safe condition.

• Performs unplanned event investigations and participates in critiques when necessary.

• Prepares impact studies and makes recommendations for future capital replacement and day-to-day maintenance initiatives.

• Strong project management, communication, organizational and computer skills are required.

• Supports key strategic business development and strategic initiatives as assigned and developed.

• Ability to complete assigned tasks on schedule and within budget is a must.

Plans, designs and oversees the reconfiguration, maintenance, and alteration of equipment, machinery, buildings, structures, and other facilities. Gathers and reviews data concerning facility or equipment specifications, company or government restrictions, required completion date, and construction feasibility. Coordinates with architecture/engineering firms in developing design criteria and preparing layout and detail drawings. Prepares bid sheets and contracts for construction and facilities acquisition. Reviews and estimates design costs including equipment, installation, labor, materials, preparation, and other related costs. Inspects or directs the inspection of construction and installation progress to ensure conformance to established drawings, specifications, and schedules.

Preferred Qualifications:

• Registered Professional Engineer (PE) is preferred

• Familiar with the Virginia Uniform Statewide Building Code, International Building Code, City of Newport News Code of Ordinances, ADA compliance, and NFPA requirements.

• Strong leadership and management skills.

• Knowledge of National Building Codes, Plumbing Codes, Mechanical Codes, AISC, ACI, NEC, ASME, NFPA, AWS, and OSHA regulations is preferred

• Fundamentals of Engineering (FE) is preferred

• A professional engineer's license in the Commonwealth of Virginia is desirable

• Experience mentoring less-experienced engineers and analysts.

• Ability to think strategically, act tactically, delegate appropriately, work well with others, and promote a safe work environment.

• Strong project management, communication, leadership, organizational and computer skills are required.

• Experience in coordinating multi-trade projects including piping systems, controls, power, lighting, telecom, etc.

• Experience in developing specifications for purchase and installation of all project products and materials.

• Familiar with the Virginia Uniform Statewide Building Code, International Building Code, City of Newport News Code of Ordinances, ADA compliance, and NFPA requirements.

• Experience with personal computer applications, especially word processing, spreadsheet, and scheduling applications.
