External Job Description:
Prepares and coordinates the plans and schedules for new or existing programs. Determines, monitors, and reviews costs, operational budgets and schedules, and manpower requirements. Supports and participates in negotiations with customer. Analyzes effects of projects upon various areas such as Engineering, Facilities, and the labor pool to determine the most practical and cost-efficient methods to obtain the required resources. Resolves proposal preparation problems and assesses the progress against established plans and parameters. Formulates and recommends corrective action measures such as schedule revisions, manpower adjustments, fund allocations, and work requirements.

Bachelor’s Degree and 6 years of experience. Master’s Degree and 4 years of experience. 4 years of related exempt experience can be substituted for Bachelor’s degree. 8 years of non-related exempt experience can be substituted for Bachelor’s degree. An Apprentice Certificate or graduation from Navy Nuclear Power School can be substituted for Bachelor’s degree.

This position operates within the Submarine Hull Planning Yard and is specifically responsible for Configuration Management and Life Cycle functions in support of ships operations, maintenance, modernization, training and logistics requirements. Knowledge and Experience with Hull Planning Yard requirements, drawing products, activities, and processes is preferred. Knowledge of basic hull, mechanical, electrical and related information about the ship is desired. This position also is responsible for the management of select Submarine Hull Planning Yard contract funding requirements and budgets. The ideal candidate will have the ability to manage Navy contract requirements; have a working knowledge of contract cost control systems; ability to forecast budget and funding requirements; monitor spending and schedule performance. Internal and external customer interface and support of program personnel is required. Applicant must have good analytical, written and verbal communication, negotiations, decision making and collaborative skills. The candidate should be proficient using MS windows/office suite and SAP.
